Yong Solons come out against RH bill



MANILA, Sept. 27, 2011–Nine young legislators have proclaimed their opposition to House Bill 4244 or the Reproductive Health (RH) bill in a statement released Monday through several broadsheets.
The six congressmen and three congresswomen who made the declaration were Dakila Carlo Cua (Quirino, lone district), Allan Velasco (Marinduque, lone district), Rachel Marguerite del Mar (Cebu, 1st district), Fatima Aliah Dimaporo (Lanao del Norte, 2nd district),  Lucy Torres-Gomez (Leyte, 4th district), Karlo Alexei Nograles (Davao City, 1st district), Gabriel Quisumbing (Cebu, 6th district), and Irwin Tieng and Mariano Michael Velarde, Jr., both of Buhay Partylist.
According to the solons, P3 billion — the proposed annual budget for the RH bill — is a huge amount of taxpayers’ money and will be more useful in addressing the poor’s lack of access to education, employment opportunities and better health care, which are the real causes of poverty, said the statement.
“The proposed P3 billion appropriation for the RH bill, if put towards education, can help secure the future of young Filipinos. That amount can build 4,644 new classrooms…or it can subsidize the college education of 300,000 scholars — a chance for underprivileged student achievers to earn their diploma.”
“With precious few teachers fighting the good fight in our public schools, P3 billion can fund the salaries of 13,000 additional teachers to boost up their ranks,” the statement continued.
The legislators also said that the amount would be better off used for providing job opportunities to the poor, whose financial stability will be bolstered by gainful employment. Part of this will be the provision of better skills training, the development of farm-to-market roads, and programs such as micro-lending funds to empower small businesses.
The statement also zeroed in on the need to prioritize health services for the poor, including provision of PhilHealth coverage, building and maintenance of birthing facilities, and carrying out family nutrition programs.
“In short, this proposed P3 billion allocation for the RH bill, if better utilized, can be a catalyst for real solutions that will give Filipinos the means to rise above poverty. Each Filipino should be seen not as a mouth to feed, but as a person with a mind to be educated and hands that can be trained to work,” the lawmakers declared.
“This Filipino that we feed and educate today will be one more thinking mind to solve problems of future generations, and one more pair of arms to lift up our nation,” they further stated.
“Population is not the cause of poverty. Therefore, the RH bill is not the solution we need.” (CBCP for Life)

Young lawmakers vow to focus on PH’s ‘immediate needs,’ not RH



MANILA, Sept. 29, 2011–Hundreds of young people gathered Wednesday to pledge support to nine neophyte lawmakers in their commitment to forward the “betterment of our nation” amid the battle waged by opposing camps around the issue of the Reproductive Health (RH) bill.
Rep. Gabriel Quisumbing (Cebu, 6th district) explained at the youth rally at the University of Asia and the Pacific (UA&P) that their agenda is not solely about the P3-billion proposed budget for the RH bill, as stated in a signed manifesto the group called “9YL” published in major dailies this week.
“No matter which side you are in this issue, whether you are for it or against it, the important thing to remember is that we are all for the betterment of our nation,” he said.
The solon also repeated that education, health care and livelihood would be the main thrusts of young Congress officials, namely Reps. Dakila Carlo Cua (Quirino), Rachel Marguerite del Mar (Cebu, 1st district), Fatima Aliah Dimaporo (Lanao del Norte, 2nd district),  Lucy Torres-Gomez (Leyte, 4th district), Karlo Alexei Nograles (Davao City, 1st district), Irwin Tieng and Mariano Michael Velarde (Buhay Party List), and Lord Allan Jay Velasco (Marinduque).
“When we visit our constituents, what they ask for is medicine, they ask for education, they ask for jobs, they ask for peace…that we feel that the money to be appropriated for this [RH] bill can be better spent on,” Quisumbing added.
The legislative measure has caused an unhealthy division in the country in the past years when what we need is agreement on “common areas where we can work together,” Cua said.
“There have been name-calling, there have been lambasting, not only in government but also (among) common people like us,” he said.
Dimaporo cited the Philippines’ “more immediate” needs in health care and said that government budget should go to the top causes of death, which are heart and lung diseases.
“Will the [RH bill] immediately improve the health of mothers and other Filipinos?” she asked rhetorically.
Needed infrastructures, a better mass transit system and schools in and outside Metro Manila are also evident necessities in the country today, according to Cua.
The lawmakers reiterated what they published in their manifesto that their core belief is to “focus on what unites…rather than what divides,” and this would be on “time-tested approaches to creating wealth and development.”
A cause for life, for the future
Gomez told the audience of young pro-life advocates, composed of high school and university students from different educational institutions to “keep our eyes focused on the goal, remember what we’re fighting for” despite difficulties encountered in the cause to defend life.
“Human life is a gift. Human beings are assets and not liabilities. And the true wealth of a nation is really in its people,” the Leyte congresswoman said.
“If you remember that, it will simplify everything for us in the journey to come,” she added.
Cua also encouraged the youth to echo among their peers what their team of young lawmakers will push in the halls of Congress.
“I believe that together, if we can educate our fellow youth, if we can educate our fellow Filipinos, on an issue that really matters, then we can be more than millions of voices resonating and telling our government that this is not the answer to poverty,” the Quirino legislator said. MANILA, Sept. 29, 2011–The event that gathered nine young lawmakers who have declared their opposition to House Bill 4244 also served as the launching of Youth United for the Philippines or YUP! a new coalition of youth groups united by their objective of affirming real needs of “education, jobs and health care for all,” and backing the solons who serve as the “voice of the youth,” according to Lanao del Norte Rep. Fatima Aliah Dimaporo.
Current member organizations of YUP! are the University of Asia and the Pacific’s CATALYST, World Youth Alliance Asia Pacific, Live Pure Movement, Pro-Life Youth Philippines, YouthPinoy.com and CFCP Youth for Family and Life among others.
University of the Philippines student John Juat composed a poem in “tribute” to the nine young Congress leaders posted on his Facebook wall.
“If we should truly progress, we should have one vision. We should try to find a way to end graft and corruption. Use our wealth wisely, ensure its proper allocation, rather than promote harmful means to limit population,” part of it read.
Expressions of dedication and support have also not been exclusively from among students. Pregnant young mother Marielle Abella, who attended the event with other expectant women, read her message to the solons after the main rally, expressing her gratitude for their “courage.”
“Ang inyong pagtutol sa RH bill ay kasagutan sa aming patuloy na panalangin, na sanay’ maliwanagan ang ating mga mambabatas, sa tunay na makabubuti sa ating lipunan tungkol sa usaping ito,” Abella said.
Paolo Sandejas, a third-grader from Southridge School, also recited a message of thanks to the lawmakers.
“Thank you for fighting against the RH bill… Don’t worry if the pro-RH people will attack you. We the Filipino children are behind you, we will defend you,” he said.

Sisters of Divine Charity Gave Witness to Charity, Chastity

SARAJEVO, Bosnia and Herzegovina, SEPT. 28, 2011 (Zenit.org).- Known as the martyrs of Dirna, five religious of the Sisters of Divine Charity were beatified last Saturday in Sarajevo.

Cardinal Angelo Amato, prefect of the Congregation for Saints' Causes, represented the Pope at the ceremony.

The five women, ranging in age from 29 to 76, served in the town of Pale, southwest of Sarajevo, a community today of some 30,000 people. They are Croatian Sister Jula Ivanišević, the superior, Sisters Krizina Bojanc and Antonija Fabjan from Slovenia, Sister Berchmana Leidenix from Austria, the oldest of the group, and Hungarian Sister Bernadeta Banja, the youngest.

"To love God and others and to remain faithful to him through the sacrifice of our lives, especially in the living of our vows exactly as we promised -- our martyrs of Dirna showed this through their lives, and we can still learn it," Mother Lucyna Mroczek, superior-general, wrote last December in response to the news that the sisters would be beatified.

The nuns were serving in Pale in 1941, when the political situation became unsafe. Though advised to flee, they responded that they had always served the people, without regard for creed or nationality. "We must stay here with them, and support them in this difficult time," the sisters insisted.

On Dec. 11 of that year, the nuns were taken and forced to a four-day march to Gorade. The eldest was left after a time; she would later be killed. Upon arrival Dec. 15, 1941, the soldiers attempted to rape the nuns, but the women jumped out the windows. They were then stabbed to death and dumped in a river.

"This year, the joy of Christ's birth is mixed with anxiety about the news of our missing sisters," wrote the superior-general of the Sisters of Divine Charity, Lujza Reif, before learning of their death.

On Feb. 13, 1942, a military report arrived from the command post of Vojna Krajina, confirming the murders.

"The sisters were affected by a profound grief for their 'best sisters,'" reads the official statement on their beatification. "But at the same time, they gave the example of perseverance and fidelity. With their death, the Catholic Church is enriched with five virgin martyrs, and the Congregation of the Daughters of Divine Charity is enriched by five intercessors in heaven."

ST. JOHN OF AVILA TO BE CONFERRED 'DOCTOR OF THE CHURCH' HONOR

Bishops Consider Pilgrimage to Recognize St. John of Avila
MONTILLA, Spain, SEPT. 21, 2011 (Zenit.org).- The bishops of Spain are preparing the groundwork to celebrate a native son being named the 34th doctor of the Church.

Benedict XVI announced Aug. 20 that the patron of Spanish diocesan clergy, St. John of Avila, would receive the status of doctor.

St. John of Avila -- not to be confused with St. John of the Cross, St. Teresa of Avila's partner in reforming the Carmelites -- is known as the Apostle of Andalusia. He was declared patron of the Spanish secular clergy in 1946 by Pius XII; he was canonized by Paul VI in 1970.

A committee of the Spanish Episcopal Conference met Tuesday with the bishops of the dioceses where the saint was born and died, as well as others close to the cause.

The meeting was a brainstorming session to determine how best to welcome and celebrate the declaration.

Bishop Demetrio Fernandéz of Cordoba (the diocese in which John of Avila died, and where his relics rest), thanked the city's mayor for his presence and said that he was "convinced that everything possible would be done so that the people would increasingly receive this great personage who will give a universal name to the city of Montilla." John of Avila died May 10, 1569, in Montilla.

The prelate deferred to the Spanish Episcopal Conference regarding the details of how the declaration will be celebrated.

"It is thought that a great pilgrimage to Rome will take place for priests, seminarians and faithful," he reported. "There will also be many activities in Montilla, but nothing has been decided yet; everything is being planned."

Bishop Fernandéz added that even the date is unknown, since it depends on the Pope. But, he assured, "we will prepare ourselves in the best possible way so that this pilgrimage to Rome is absolutely full, as this saint deserves."

Finally, the bishop expressed the hope that soon St. John of Avila will be declared in Montilla an "Adopted Son of the City," although this is an honor that requires its own processes.

PHILIPPINE MEDICAL ASSOCIATION [PMA] BACKS PRO-LIFE STANCE VS THE RH BILL

PMA backs pro-life stance vs RH bill

September 24, 6:46 p.m. - THE PHILIPPINE Medical Association (PMA) has backed the pro-life position that life begins at fertilization, saying this scientific fact should be the basis of the reproductive health (RH) bill.

In a statement sent to the Senate, the PMA also rejected the RH bill's penalty clause on doctors, and argued that the religious beliefs of patients should be respected. 

The group of doctors demanded “utmost respect” for physicians’ rights, which are being threatened by the RH bill.

The bill will require doctors to provide RH services. Those who object on the grounds of conscience must refer the patient to another doctor, or face penalties. 

“They (physicians) must be left undisturbed to decide what is best for their patients,” the position paper, signed by PMA president Dr. Oscar Tinio and PMA Commission on Legislation chairman Dr. Bu Castro, said. 

Moreover, the PMA said a patient’s right to exercise his or her religion “must be accorded full respect,” and that patients are entitled to quality health services. 

The government should prioritize maternal and child health care over the distribution of contraceptives, the group added. 

While the first phrase of the statement appears to be in support of the RH bill, the PMA said it only supports the bill “insofar as it is founded strongly on the principle that ‘life or conception begins at fertilization.’” 

Not ‘frog biology’ 

The PMA said the assumption that life begins at implantation (normally on the 14th day from the start of fertilization) is wrong because there is already a living individual from fertilization.
It said the so-called “pre-embryo” stage of fertilization, advocated by Clifford Grobstein and Richard McCormick, S.J. in 1979, had conclusions based on “frog biology.” 

“[T]he PMA does not support the studies done on frogs but rather it supports the scientific data that a new cell, the zygote, comes into existence at the ‘moment’ of sperm-egg fusion, an event that occurs in less than a second," the position paper said. 

The statement added that there is no human embryologist in the world who would deny that life begins at fertilization.

“The PMA thus abhors any procedure, machination or scheme or medication that will interrupt any stage of fertilization and prevents its normal growth to adulthood until the stage of natural death,” the statement said. 

Contraception treats a woman’s body as though there was something wrong with how God created it, the PMA said.

“In an age that has become very weary of dumping pollutants into the environment, it is so ironic that people are so willing to dump pollutants into their bodies,” the statement said. 

Among the health risks of contraceptives mentioned in the statement are high blood pressure, stroke, and some forms of cancer. 

It added that preventing the fertilized egg from implanting into the wall of the uterus is considered an early-term abortion.

Oral contraceptive pills work by preventing ovulation, but in case of "breakthrough ovulation" and fertilization, the hostile environment created by chemicals in the uterine lining could prevent implantation. Pills have also been declared Group 1 carcinogens by a research body under the World Health Organization.

“Some speak of ‘accidental pregnancies’ as if getting pregnant were like getting hit by a car … But the truth is that if a pregnancy results from an act of sexual intercourse, this means that something has gone right, not that something has gone wrong,” the PMA statement said. Rommel Marvin C. Rio

Archbishop Fulton Sheen credited with baby's stunning recovery

Peoria, Ill., September 22 (CNA/EWTN News) .- Bonnie Engstrom remembers praying silently to Archbishop Fulton J. Sheen over and over again after her baby son was born lifeless and without a pulse for 61 minutes.
"I held him for a moment, he was blue and limp," she told CNA. "I just kind of sat there in shock."
Little James Fulton was the third child that Bonnie and her husband's planned to give birth to at home, and everything had been going perfectly in the early hours of Sept. 16, 2010.
"It had been a healthy pregnancy, it was a healthy labor, everything was good," Bonnie recalled.
But what the couple and attending midwife and birth assistant did not know was that there was a knot in James' umbilical chord which tightened while he was descending the birth canal.
Her son, 9 lbs. 12 oz., was a stillborn.
Bonnie held her motionless baby for a few brief moments before he was quickly taken away for CPR while an ambulance was called.
"I have a memory of repeating Sheen's name, in my head, not out loud, but just kind of saying over and over again 'Fulton Sheen, Fulton Sheen' while they were still doing CPR," she said.
Bonnie's husband also baptized the baby James Fulton—"the name we had agreed upon"—before he was rushed to the St. Francis Medical Center in Peoria. During the transport to the hospital, a friend who had attended the birth called others to pray, with some of them invoking Sheen's name as well.
"The intercession for my son with Archbishop Sheen began when I was still pregnant with him," she explained. "We knew that we were going to name him after Fulton Sheen and so I was praying to him and asking him to watch out for my son to be his kind of patron."
In the ambulance, paramedics gave the baby two doses of epinephrine to try to restart his heart, "and neither one of those worked," Bonnie said.
But at the hospital, a full 61 minutes after he was born and while doctors were preparing to declare the time of death, James Fulton suddenly had a pulse.
Although the medical team was stunned, they refrained from being optimistic and simply told Bonnie's husband that the baby had a heartbeat, but that was all they could say.
"My husband interpreted that as 'he's alive, but just for now,'" Bonnie recalled.
Doctors expected James Fulton to die within the week, or at the very least, be on a ventilator or feeding tube—blind and strapped into a wheelchair—for the rest of his short life. 
What happened in the following days, however, was nothing short of extraordinary.
"Two days after he was born, we had a Mass and a Holy Hour at the cathedral where Sheen was ordained, and we prayed the intercessory prayer asking for Sheen's prayers that James would be completely healed," Bonnie said.
The Engstrom family was surprised to be surrounded by over a hundred people gathered together with them at Mass that day.
"People I didn't even know—friends of friends, or they saw it on Facebook and they came."
Over the next few days, friends and strangers alike held Holy Hours at Newman centers and parishes across the U.S. Multiple Protestant churches also participated in prayer chains.
"There were people from all over the world who e-mailed me and left comments on my blog saying 'we're praying for your son and we are asking for Sheen's intercession,'" Bonnie said. "It was really powerful and humbling."
Within a week of his birth, doctors were shocked to find that James Fulton was breathing on his own.
"Everyone was just amazed by that—that wasn't supposed to happen."
And day by day, after all of his vital organs were seen to be functioning properly, it became more apparent that little James Fulton was going to be just fine.

The Engstrom's were recently sworn into a tribunal of inquiry where members of Bishop Sheen's cause for beatification and canonization will investigate the alleged healing.
At a Sept. 7 ceremony at Our Lady of Perpetual Help Chapel in Peoria, the family was joined by Bishop Daniel R. Jenky, Dr. Andrea Ambrosi—postulator for Archbishop Sheen's cause—and members of the Archbishop Fulton J. Sheen Foundation board.
"Because my family believes that James was healed in part because of the intercession of Sheen, there is now an investigation into whether or not this is a real miracle," Bonnie said. "We don't know what's going to happen, but they are investigating for the beatification."
Archbishop Sheen died in 1979 and his cause for sainthood was officially opened in 2002. He is presently referred to as a "Servant of God." The next major step toward being declared a saint would be his beatification by the Pope.
Investigators are also evaluating the case of a 72-year-old Illinois woman who recovered from major complications during lung surgery after her husband prayed for the late archbishop's intercession.

Filipino Chaplains abroad reject RH Bill

MANILA, Sept. 7, 2011―Filipino chaplains across Europe, Middle East and Africa have rejected the reproductive health bill declaring the proposed law as “unfit for passage” and vow to mobilize their constituents to oppose the anti-life measure.

In a statement, the chaplains said enacting RH Bill 4244 into law is the last thing migrant workers would want to happen as it will “further undermine the authority of parents and guardians of the children left behind in the Philippines” by the OFWs.

“We, shepherds to the Filipino faithful, declare the Reproductive Health Bill 4244 unfit for passage, and with the fullness of conviction we are determined to inform, educate and mobilize our constituents in Europe, the Middle East and Africa to uphold our cherished values through the rejection of this bill,” the statement partly read.

The chaplains said migrant workers reject the idea of using taxpayers’ money to fund contraceptives. 

“They would rather see their monetary gains allotted for programs that improve life for families in the Philippines, like better livelihood prospects and educational opportunities for their children, and for measures that assist OFWs in times of emergencies abroad,” the statement said. 

OFWs are regarded as “modern day missionaries” because of the “God-centered and family-oriented Filipino values” they witness wherever they go.

A law on RH bill will only lead “to the decay of the moral foundation underpinning these life-giving values,” the chaplains asserted.

“We want the best for our children and their children, and so we protect our right as parents to be the primary molders of their values, particularly those relating to the purpose of human sexuality. Thus we reject RH Bill 4244 which aims to legislate the blatant violation of our Constitutional right and our conscience as Catholics,” the statement further read. 

The statement was released during the Filipino chaplains’ IX Regional Consultation Meeting for the Filipino Ministry in Europe held last August 25-28, 2011 in Adliswil, Zurich, Switzerland.

Fr. Edwin Corros, CS, executive secretary of the Catholic Bishops Conference of the Philippines Episcopal Commission on Migrants and Itinerant People, said 17 chaplains discussed various concerns in their respective areas, including the RH bill.

According to him, the communities have seen the need to develop vocations from among the Filipino families who have opted to settle abroad because the Catholic Church in the Philippines may no longer be capable of attending to the spiritual needs of Filipino communities in other countries.

“The chaplains have come to realize that Filipino migrants are continuously growing in number and the need to have seminarians from the migrants’ families [to] help the local chaplaincies,” he said.

The chaplains have also expressed concern on the practice of some Filipino communities who invite priests from the Philippines to officiate Masses and administer sacraments without informing the local chaplaincies. 

Corros said the chaplains have called for coordination among the chaplains and priests being invited to foreign countries. (CBCPNews/Melo M. Acuna)
